The Department of Health (DOH) has sounded the alarm over a staggering rise in HIV cases, urging President Ferdinand Marcos Jr. to declare a national public health emergency. With 57 new infections daily and a 500% increase among youth aged 15 to 25, the Philippines now has the fastest-growing HIV epidemic in the Western Pacific region.
Health Secretary Teodoro Herbosa emphasized that HIV is a bigger threat than Mpox, warning that without immediate intervention, cases could exceed 400,000 by 2030.
Between January and March 2025, the Philippines recorded 5,101 new HIV infections, marking a 44% increase from the same period last year. The total number of people living with HIV (PLHIV) has now surpassed 150,433, with young males disproportionately affected.
✔ Daily new cases: 57 (up from 48 in 2024)
✔ Total HIV cases since 1984: 148,800+
✔ Most affected age group: 15-25 years old (500% increase)
✔ Youngest confirmed case: 12-year-old from Palawan
It is important to note that increased testing will yield higher positives - yet it is imperative to test the population to provide adequate treatment.
Health experts attribute the rapid rise in HIV cases to several factors:
🔹 Inadequate Sex Education – Many public schools lack comprehensive sexual health programs, leaving young people vulnerable to misinformation and risky behavior.
🔹 Access Barriers – Youth attempting to access condoms or HIV services often face judgmental healthcare interactions or social stigma.
🔹 Stigma & Discrimination – Cultural shame surrounding HIV/AIDS prevents people from getting tested or seeking treatment early.
🔹 Behavioral Risks – Most transmissions occur through unprotected sexual contact, particularly among males who have sex with males (MSM).
The DOH has intensified its HIV programs, focusing on expanded testing, treatment accessibility, and public awareness campaigns.
🏥 Free & Confidential HIV Testing – Available at government hospitals, clinics, and partner organizations.
💊 Antiretroviral Therapy (ART) Distribution – Ensuring PLHIV receive life-saving medication.
📢 Public Awareness Campaigns – Targeting schools, barangays, and digital platforms to educate at-risk youth.
🤝 Partnerships with NGOs – Collaborating with LoveYourself, UNAIDS, UNFPA, and UNICEF to improve outreach.
Health Secretary Teodoro Herbosa has formally requested President Marcos to declare a national public health emergency, citing the need for a coordinated, multi-agency response.
✔ Mobilizing resources – Ensuring adequate funding for HIV prevention and treatment.
✔ Expanding healthcare access – Strengthening community-based HIV services.
✔ Reducing stigma – Encouraging open dialogue and education.
✅ Get tested – Free HIV testing is available at DOH-accredited clinics.
✅ Practice safe sex – Use condoms, lubricant, and pre-exposure prophylaxis (PrEP).
✅ Educate others – Spread awareness and challenge HIV-related stigma.
✅ Seek treatment early – ART can help PLHIV live healthy, normal lives.
The Philippines is at a critical juncture in its fight against HIV. With cases rising at an unprecedented rate, urgent action is needed to prevent further infections, improve healthcare access, and eliminate stigma. Declaring a national public health emergency could be the turning point in reversing this crisis.
