In the wake of the COVID-19 pandemic, the vulnerabilities of the Philippine health system became painfully evident. From under-resourced hospitals to gaps in pandemic response, the country faced serious challenges. In response, the Department of Health (DOH), in collaboration with the World Bank, launched the Health System Resilience Project (HSRP)—a bold, ₱29.1-billion endeavor aimed at transforming the nation’s health infrastructure and services.
The HSRP is a multi-year project designed to:
Enhance the capacity of the healthcare system to detect and respond to health emergencies
Support the full implementation of the Universal Health Care (UHC) Act
Modernize public hospitals and rural health units (RHUs)
Integrate digital health technologies for faster and more equitable delivery of care
the PhilHealth Konsulta package and improve access to essential health services
The project prioritizes resilience—a system’s ability not just to survive crises, but to adapt and thrive post-disruption.
HSRP will be rolled out in 42 provinces and cities across the country. Priority areas include geographically isolated and disadvantaged areas (GIDAs), and provinces with limited health service capacity.
Upgrades include:
Construction and rehabilitation of RHUs and public hospitals
Provision of medical equipment and telemedicine systems
Health information systems to support DOH’s data infrastructure
Training for healthcare workers in emergency preparedness and UHC delivery
This project is a step toward realizing UHC for every Filipino, ensuring that location and income level don’t dictate access to care. It strengthens primary care—often the first line of defense in health emergencies—and builds a digitally connected, resource-ready network of health institutions.
As the HSRP rolls out, it promises long-term benefits for both public health emergency preparedness and the day-to-day delivery of health services. It also signals a shift in mindset: from reactive to proactive healthcare.
