In a significant move to improve access to healthcare and fulfill the promises of the Universal Health Care (UHC) Law, the Philippine Health Insurance Corporation (PhilHealth) has expanded its Konsultasyong Sulit at Tama (Konsulta) Package in 2025. This expansion aims to bring preventive, promotive, and accessible health services to more Filipinos across the country.
The Konsulta Package, launched in previous years, is a core component of PhilHealth’s commitment to building a stronger primary healthcare system. Its expansion this 2025 addresses long-standing challenges in the delivery of basic health services—especially in underserved communities.
Under the expanded Konsulta Package, members can now receive:
Free consultations with accredited doctors at primary care facilities
Routine laboratory tests, including urinalysis, fecalysis, fasting blood sugar, lipid profile, ECG, and more
Maintenance medications for common conditions such as hypertension, asthma, and diabetes
Health risk screenings for cardiovascular diseases and lifestyle-related illnesses
Electronic health records, enabling continuity of care and data tracking
This expansion also includes the integration of digital platforms, allowing patients to set appointments, access records, and receive reminders via mobile health apps or online portals. This shift is a step toward digital healthcare, aligning with global trends in health service delivery.
All registered PhilHealth members—whether directly contributing, indigent, senior citizens, or sponsored—can now avail of the Konsulta benefits through an accredited Konsulta provider. To access the package, members are encouraged to enlist with a Konsulta partner facility through the PhilHealth Member Portal or by visiting the nearest partner clinic.
As of Q2 2025, PhilHealth has partnered with over 5,000 Konsulta Providers nationwide, more than double the number in 2023. These include public rural health units (RHUs), infirmaries, Level 1 hospitals, and private primary care clinics. The expansion aims to eliminate the barriers of distance and capacity that many Filipinos face when accessing healthcare.
According to the Department of Health, 7 in 10 Filipinos delay health checkups due to cost or unavailability of services. By providing free consultations, diagnostics, and medication, the Konsulta Package tackles one of the root causes of delayed care: affordability.
More importantly, the program promotes early detection and management of health issues—preventing complications, hospitalizations, and higher treatment costs later on. For patients, this means better outcomes. For the healthcare system, it means reduced strain on tertiary hospitals and more efficient resource allocation.
PhilHealth’s 2025 Konsulta expansion is a pivotal step toward strengthening community-based care. However, continued investments in provider training, health information systems, and community awareness will be key to its success.
